Pre-assessment eligibility is a written IGSB determination of whether an organisation is ready to enter a controlled pre-assessment.
It is reached through the AI Governance Evidence Route after written scope review and the relevant evidence-stage work. Eligibility is not self-declared, cannot be obtained through a direct application and does not guarantee that an engagement will proceed.

IGSB may identify that further evidence-stage work is required before eligibility can be determined. A written enquiry does not itself establish eligibility.
Where eligibility is confirmed, any pre-assessment remains subject to a separately defined scope, written engagement terms and formal acceptance.
Pre-assessment eligibility is stage 05 of the AI Governance Evidence Route. It follows the earlier stages where relevant to the scope and evidence position.
Initial written contact and scope information.
Identification of material gaps between stated governance arrangements and available evidence.
Structured record of submitted governance evidence and its assessed status.
Defined review of evidence readiness against the relevant G-Series expectations.
Written determination of whether the organisation is ready to enter a controlled pre-assessment.

Availability and traceability of relevant documentary evidence.
Clarity of accountable ownership, oversight and decision authority.
Whether material evidence gaps remain unresolved.
Whether the organisation is ready to proceed under a separately agreed written scope.
These considerations do not create a score, pass or fail outcome, or automatic right to progress.

Certification or accreditation.
Assurance or confirmation of regulatory compliance.
An audit conclusion or legal advice.
Technical, model-performance or deployment approval.
Confirmation that an AI system is safe, free from bias or free from risk.
A guarantee of future performance or governance effectiveness.
IGSB does not presently issue certification or accreditation.
Organisations seeking to understand the appropriate route should provide initial scope information through written correspondence. IGSB will determine the appropriate next stage based on the enquiry, submitted information and evidence position.
